Use whatever text editor you're familiar with. I use (x)emacs. It has a usable TCL mode (occasinoally it gets confused about closing double quotes; a comment like

;# "unconfuse emacs

gets it back on track). There is no support for ADP; you might switch to HTML mode to get a little syntax highlighting and maybe indentation.
