Talk, talk, talk and little action is the result of more than 2 people discussing technology.
Could some one point me to the date on which the PostgreSQL project died?
(they're tech driven but not in a bottom-up way, there's a core committee that tries to make decisions by consensus but which, if necessary, vote)
I've personally worked on some extremely productive committees. This doesn't necessarily mean it feels productive but ... neither do discussions like this when you're involved with them.
But ... they can be.
