I believe the site is "functional" in Netscape 4. That is a reasonable level of support. It is too much work to make everything work in that browser. I think the new site does not crash the browser, and all the content appears in a legible manner.
We can never acheive 100% exact look of a design in every browser, so accept that some things in Netscape 4 will look a little different.
