1: How to get ns_logroll working in windows

I have OpenACS 5.1.5, AOLServer 4.0.beta10 Installed on Windows 2003. ns_logroll and roll_server_log don't seem to work, I get the following error "rollfile: failed to rename file... 'permission denied'"

Is there any way to fix this problem?
