i think also there are two issues cropping up here simultaneously that we also were looking at strictly from a user perspective so forgive the non technical comments:

- it would be nice if each user in a subsite were to be able to view their own tickets, unless given permission to view other users tickets in that group.

- there should be the capability of having many master bt views that can pull in all of the tickets from all the subsites and their users into those views. the reason i say many is because you might have project managers responsible for different divisions where each would pull in tickets from their respective areas.

frank your description of the implementation is exactly what we were thinking about, the thought is that the implementation that you are describing is a subset of the 'subsite' hierarchical idea - that is to say your current idea seems to apply only to a single subsite view.
