I think you are mistaken. I didn't say we _NEED_ WebDAV in Tcl or C, I said "it would be better".
And about someone saying "I'll do it", you're right, nobody has claimed it. As in most open source projects, the huge vast majority are just takers. They take the product, use it, don't volunteer to do a thing, and then come to the mailing lists and demand developers to do things for them.
I wish OpenACS was different and we had lots of people voluntarily stepping up for small tasks, of which there are plenty.
