1: acs-mail - why is it not widely used?

hi!

What is the story with the acs-mail package? It doesn't seem to be
used anywhere. What I can read in the docs, it is a quite a
comprehensive package to deal with mail storage, MIME encoding,
notifications etc.

Can someone give the scoop on the current status/functionality  of
the code?

I beleive it is used in some places... doesn't the notifications stuff use it?
