Interesting bug! This is because attachments was added completely
separately from notifications. The question here is probably more related to
the forums process.
If you choose to add an attachment, does that mean the message shouldn't be
posted to the forum until the attachment is made? The answer is probalby yes.
The modular attachment architecture will make that a bit tough, but not
impossible.
Any additional thoughts on this?
