I'm not sure if this is a dumb question (I'm a newbie), but what
does "@" symbol mean in an adp file? I can't seem to find any
documentation for writing adp files.... where can I find it?

I tried to go to http://www.aolserver.com/docs but I redirected to sourceforge which has 'Invalid Project'. Where has this site gone?

The AOL folks shut down the old site without first creating a replacement. Maybe one day in the future the documentation will be readable on-line at SourceForge - that is probably their intent. In the meantime, you can either download the documentation tarball, unzip it, and host it for yourself locally, or use this site a helpful community member set up for the rest of us to use: http://jamesthornton.com/aolserver.

@test@ in the adp file means that you are trying to show value of the  variable test from your tcl file on the screen

It is equivelant of <% $test %> i believe

Are there any other sites??? The link for adp scripting at
http://jamesthornton.com/aolserver seems to be broken. I downloaded
the document tarball but that doesn't seem to have anything useful.

Please check the OpenACS documentation. This is part of the OpenACS templating system.

Please check this path under openacs installation dir :packagesacs-templatingwwwdoc agrefvariable.html

Acs-templating package has lot of documentation. If you access the documentation through http url , you can see various tags in action, using small, simple example files from packagesacs-templatingwwwdocdemo directory.
