Well as I suspected, most upgrades scripts haven't been changed since I/Vinod created the initial ones.https://openacs.org/bboard/q-and-a-fetch-msg.tcl? msg_id=0005WY&topic_id=12&topic=OpenACS%204%2e0%20Design

To start with the kernel won't work without the complete scripts. PLEASE fix your packages. It is really getting ridiculous that you can't even upgrade a minor revision without a MAJOR pain in the ass.

Also, part of the problem is the .info files haven't been bumped up. If you change the package update the .info file.
