Query files aren't cached unless the package is installed, nor are Tcl init files sourced.  A core-only install, then, doesn't eat memory based on the number of uninstalled packages which happen to have been dumped in your install directory.  Changing the distribution methodology wouldn't change the size of the minimal footprint, then.

Removing some things from the core install, say the content repository, would shrink the footprint but that's true independent of the physical means by which the toolkit is distributed ...
