Are you sure you didn't accidentally use http instead of ftp?
ftp://www.crystalballinc.com/pub/vlad/ and
ftp://ftp.crystalballinc.com/pub/vlad/ work for me.
I can also email you the file if you can't grab it. The nsmail module was renamed nsimap, so grab that version, it is the newer.
