I have not yet thinked about wich OpenACS package could be conveniently exposed as a Web Service, but I know that to make OpenAcs eligible as a suitable framework to build a portal we need the capability to call Web Services provided by other parties.
These are, for example, the requirements established by the Italian government for the upcoming e-government projects.
