Probably you mean that a single web server instance can serve multiple websites. OpenACS and NaviServer have multiple approaches to achieve this: one NaviServer instance running in memory can provide multiple virtual servers, including multiple OpenACS servers, one OpenACS server can serve multiple sites via sub-sites + "Host-Node Map" in admin pages.
