maybe, this is the problem.

Let us recompile the DB driver:
cd /usr/local/src/modules/nsdbpg
export PG=/usr/include/postgresql
make
make install

and restart the instance.

Now we see;

and the error from above is gone.

There is later some error

: invalid command name "with_catch"
: while executing
: "with_catch errmsg {

which hints at a version mismatch ...
The function "with_catch" is deprecated and not called by recent code.
You should know better than me, why this is used.
In the NaviServer config file of this site
/usr/local/ns/config-litli.tcl you find the following section, where the deprecated code can be activated.

ns_section ns/server/${server}/acs {
ns_param NsShutdownWithNonZeroExitCode 1
# ns_param WithDeprecatedCode 0
# ns_param LogIncludeUserId 1
#
}

The site seems to work despite this error.
