The core upgrade should include the dependency then. Also, non AD patched AOLServers don't work as the ns_charsets proc doesn't exist.
For security reasons I don't use 3.3 or 3.4 so I would prefer a way to toggle whether to use acs-lang. In fact many sites probably don't even need it anyway.
I will try to look at 3.5 and add the international patches but I am running out of time on another project.
