We absolutely agree with the use case. PR people can not be trusted with technical changes, and technical people shouldn't be posting press releases.
We want to be able to delegate sitewide news, polls, surveys, etc. to area specialists without worrying what else they (or an XSS or IE bug hijacking their account) might be able to do.
In the dotlrn case there may be an actual legal requirement to keep subscriber information compartmentalized.
