The solution to this is propably just patience. This page takes an awful lot of time to load - on my 700MHz Laptop a few minutes. I think it's because it is parsing all xml of the .info files but I'm not sure. Try to access your server again without reinstalling anything and grant that page some time, it should work.

If you really want to speed it up you can remove some unneeded packages from the packages/ directory, but be careful not to remove ones that are part of the core.
