I am able to create a new package according to the documentaion, but i could not understand how exactly we shuld  give the user permissions , i could not understand the documentation procedure which is give by openacs, if there is any detailed creation of permissions any body could help out please

I don't know if there is good documentation on that or not.

Basically, you go (on your web browser) to the site map and click on the permissions link next to the mounted application. Have you gotten that far?

i am able to go to the permissions, and grant permissions for a package, for the user, a group, how can i asscoiate some users to a group. and what to do next. i had given a user as admin to the application package, now the thing how can the user control this package and create objets etc,,,,,,,,,and the respective things

Go to main site administration, Groups, and add users to new groups you create. Then you can give the groups permissions to do various things in the permissions sections.
