As I said before, I'm hardly an expert in implementation. I just wanted to point out that (a) as you're deciding the best way to implement this, you'll want to think about use cases involving SCORM, and (b) if you're going to offer multiple templates as examples the designers can use for ideas, it might be good to have one example that uses <div> in a way that many course designers will be familiar with.
