the output from cvs status means that you are on cvs head (what will be release 4.7 eventually) and not on the 4.6 release branch. If you cvs update the file you should fix this particular problem though.
In general, unless you need I18N, I recommend for reliability that you checkout openacs with the -r oacs-4-6 switch and checkout dotlrn with the -r dotlrn-1-0 switch.
