I think I understand both of the error messages in your log file. It seems you have tried to install acs-workflow which I don't recommend you to do. I don't know why acs-worklow is still in acs-core when it shouldn't be.
Both error messages arise in a situation during APM package installation where the procs files get sourced but not the init files. This is a bit of a fragile setup but I haven't found the right solution yet.
It turns out acs-workflow schedules a proc from a -procs file which is quite unconventional and I think this is what is causing the error message.
The other error message with developer support I think I've fixed now on the 4.6 branch (cvs update). I had this error message on our dotlrn test servers as well but it didn't keep the install from succeeding.
