Dave, your comments about core vs. supported application packages is touching on the point I was trying to raise.  This  is where, as you point out, the more monolithic Tcl project and OpenACS part ground.

I've been thinking that the core implementation group would serve a gatekeeper role similar to TAB in dotLRN, in terms of being an arbiter of what goes into our supported packages bundle and what goes into contrib.  It would seem that feature negotiation would be part of that, no?

I think we would want to define some written minimal standards for what would go into our supported application package list.  Support for both DBs, documentation, package instance awareness, use of our standard CSS and navigation stuff, etc.
