Regarding decision making I was definetely thinking we'd use the Bug Tracker. We might consider using a separate instance for core team / project proposals although I think I'd prefer having everything in one instance and let the user filter out what he's interested in. The new Bug Tracker is faster and allows categorization along arbitrary dimensions.
