Should we upgrade bugtracker (along with the rest of OpenACS.org code) and setup a new "bug" type for project proposals, whatever we want to call the OpenACS analog of TIP?

Another option would be to reuse the TIP code itself, http://sourceforge.net/projects/tiprender/  I can see advantages to doing it either way.
