I've internationalized Photo Album.

There is a patch in the bugtracker and the modified package can also be downloaded from http://bthj.is/openacs/photo-album-4.0.1.apm

Did you use Jeff Davis' version of photo album ?

No, the version in the OpenACS tree.  See further in the patch description.
