Ts, I forgot very basic information: 12 rows out of 16 rows in site_nodes yield a 't'. Here's the cost for the some query without the callout to acs_permission.permission_p: 

         98  recursive calls
          8  db block gets
        592  consistent gets
          0  physical reads
