Do ISO locales exist for the local languages you're working with? The catalog resource/language customization code in acs-lang is dependent on ISO locales.

If the answer is "no" you can invent locales that look like official ones as a first step.

Offhand I don't see any reason why we couldn't accept the catalogs you generate for these. However it would be a .LRN tech team/OCT decision in the formal sense (but why would we say no???)

How will you guarantee quality control, though? How much will be translated? (not that this is so crucial, we have many partially-translated catalog files in our CVS tree - but full translation would be best).
