Your tclConfig.sh is not in the expected (by tDOM) location.  Check where it is with dpkg -L tcl8.3.3-7 | grep tclConfig and then specify it with configure --with-tcl=<path to tclConfig.sh>.  See my post about building on FreeBSD -- very similar situation there.
