What happens if a mature package is hit with a level 0 or 1 bug?  Does it then get bumped back to 0?  Does it then go through the review process steps to get back to being "mature"?  Who actually bumps it back to 0? The bug czar?

I like the idea but am concerned about the implied amount of effort and want to get a better handle on how much is involved.

I think it needs to hit the bug hurdles to get promoted in maturity, but it shouldn't in turn get demoted when new bugs are found, unless the bugs go unfixed for a long time or are marked "will not fix".
