Found it. In my virtual server I commented out "ns_section ns/server/${server}/module/nssock" as decribed
here.
But chat_start_server was trying to get the IP address like so, I think:
set path "ns/server/[ns_info server]/module/nssock"
set host_location "[ns_config $path Address]"
