Is an announcement for the 11th Tcl/Tk Conference on topic for either this forum or any of the others on the OpenACS website ?

Yes, it absolutely is. And hopefully it might get more people looking at TCLlib first before reprogramming the functionality in OpenACS if they would attend :).
