Working through configuring OpenACS, I hit another snag: any attempt
to get to event admin results in "Access Denied", even to the "system"
user. Any ideas what's wrong?

Yeah, this is due to the incredibly counter-intuitive admin UI for
which ACS 3.x has become infamous. For the solution, see this

Thanks all for your help: I can now do events admin. The logic escapes me, but the result is what I wanted.
