Yes. the general_comments_create permission would still
exist, would not be a child of create, and would not be granted on the default_context (I mispoke when I said it
was granted on security_context_root).
I don't see how you can permission comment create on an object
which inherits create from the subsite without a seperate permission and I see a real need to be able to turn commentability on and off.
