The e-Learning XML editor (eXe) project is a GPL project funded by the Tertiary Education Commission of New Zealand.

The eXe is developing an off-line authoring environment to assist teachers and academics in the publishing of web content for learning without the need to become proficient in HTML or XML markup. For more detail see: http://exe.cfdl.auckland.ac.nz where you can download a pre-alpha release.

This looks interesting. In particular, it may be useful for creating the kind of learning activity sequencing that we have been discussing on this thread. There could be dotLRN-specific iDevices. For example, you could put in a "discussion starter" iDevice with a snippet of XML that tells dotLRN to generate a thread and a link to it.
