I'm wondering if a community approval / rejection message is useful in general and whether it should be on a site wide level of for each community.

I'm going to work on a site wide solution (read: change approve.tcl / reject.tcl) but I'm not sure whether this is useful and should be committed, especially as I'd only provide a side wide toggle to turn this feature on/off, not on a per community base.

this type of message are indeed important, so please commit, and of course, having that customizable in a per class basis will allow to professor that care to welcome the students.

We've worked on a welcome message that can be edited and enabled per community. This is triggered on approval. No rejection message, though. I'll clean it up and commit it.

I've committed the welcome email stuff to branch oacs-5-2. The email can be edited, enabled/disabled in the community admin.
