I guess my previous question on this from November remains unanswered because in the world developers ( as opposed to my world sys admin) it seems nonsensical or even moronic. Of course, having struggled with the documentation for a long time now, I realize that it is written from the perspective of developers who are weak on sys admin skills and not vice-versa. So, I will pose the question again, since I suspect it is related why I have NEVER been able to get OpenFTS or tsearch to work.

How do I verify whether I have the "development headers and libraries" for Tcl installed?

Can I assume that if I compiled Tcl and it is multi-threaded that these are present?

Do I need to download from SourceForge and install tcllib?
If so, what version?

If you compiled Tcl you should have everything you need.

You don't need Tcl to build tsearch2 at all. Definitely look at the tsearch2-drvier package and the new search install documentation.
