You should verify first if your server is sending emails.
Follow this simple instructions first http://acornhosting.net/articles/openacs_email/
And after that if you see that openacs is the problem then you should check the following:
the mailhost on config.tcl
and maybe check on the subsite acs-mail-lite:
Param SendmailBin SMTP
