Yes, the package master adds things like context_bar and title.
These are in my master template. I really think that local masters are not a good idea, both from a cvs modification point of view and a plain old pain in the rear, if you forget to change one of them point of view.
I know I can simply modify the package master, but again, I shouldn't have to and it screws up cvs updates.
