As a start I wrote a procedure to retrieve the list of users who have voted and who are allowed to vote but did not vote yet.

We now need some way to schedule that upon the start of the election an e-mail is being send to all voters and three days before the end of the election an e-mail is send to all those who did not vote yet. That is, if the OCT approves of such a measure 😊.
