I agree there should not be any package local master templates but as
an intermediate step I am making sure that all the packages pass the
same things to the master template (most don't). In some cases the
context bar is generated in the package local master, in others it is
is in the page and no master is included, and in some it is not
present at all. Your simple step would break about 150 pages and I
think it is important not to break too much while fixing this.
If we agree the work is important, should be done consistently across
all the packages, that we want to have a code freeze in 2 weeks, and
we would like to break as little as possible in the process then
my approach works pretty well. In any case, the lions share of the work is in the tcl code and adp pages not the masters so the removal
of the local master and final rollover to a sitewide master is a
pretty small part of the work.
