I removed all (well, almost all) package local templates and moved
the title/context bar rendering to the sitewide master.
There are still a few packages with package local masters
and a bunch of pages that are not templated but things are in
much better shape.
One big change was that I added the property "context" which should
be the list of {{url text} ... {url text} {text}} so that ad_context_bar is called in the sitewide master. This gives
us much more flexibility about how we render context bars.
context_bar still works but it is definitely less desirable
than passing the context list around.
