I looked into what is going wrong and it appears that the manifest.xml that is being downloaded is malformed.

I narrowed it down to the package "acs-templating". It appears that this element that describes this package, does not have an end "</package>". (this package comes right before "acs-translations")

Hope this help solves the bug faster.
