It has been a while since I went to the link, however, I thought that the link showed in detail how to setup a local cvs in a development and production environment. The link you mention, therefore, does not look like the same one I remember.

Take a look at the documents Andrew Piskorski has collected at
http://www.piskorski.com/docs/cvs-conventions.html
they cover lots of details on setting up and running a
project under cvs.
