You might want to consider getting in touch with the debian tcltk maintainer team which is somehwat headed by Sergei Golovan and Francesco P. Lovergine. They accepted to sponsor my xotcl distribution, once I get it ready. the idea of the tcltk maintainer team is to oversee all tcltk-related packaging efforts.

There is also a specific tcltk maintainer policy: http://pkg-tcltk.alioth.debian.org/tcltk-policy.html/
