I'm not an acs kernel developer, and so perhaps my voice stands more for those who don't walk around with the entire OpenACS API and sitewide web UI at their fingertips ie newbies, web admins etc.
Why not create an acs-global-service package to throw all the non acs-core dependent parameters etc into?
This would be a great place to put code that is shared between optional packages and not used by core, while preventing extraneous references in the core.
