the developer-support is not auto-installed, so adding it to the core does not mean that this will be installed automatically. Nevertheless, also production-sites need frequently the developer support for bottle-neck analysis under real load, which requires the developer support turned on for short periods.
i think the suggestion is a good one. ds calls are all-over the core, which means tht ds has to be tightly coupled with core components.
