The purpose of this proposal is to add a new datatype "text" in addition to "string" and "integer" possible parameter datatypes.

This makes it easier to edit long parameter values by providing a textarea on the parmaeter page instead of a text box.

That's it, its pretty simple.
The database check constraint will add another option "text" and the parameter-add/edit forms will show a new option in the dropdown.

I aleady have this implemented including a database upgrade to replace the check constraint for acs-kernel.

I ran across this myself on a client site in the past few days where I wanted to format a parameter value nicely.

I vote "yes", especially since you've already done the work!
