Description:	Extends xowiki to be able to create HTML and Plain text pages as resources, it is intended to work together with the planner package for dotlrn, this packages has restricted permissions on objects and the index redirects to the planner, it is completely managed from the planner view

Users with different locales will see under the same url different content. Per default this flag is turned off, and the package or system wide locale is used as default. (default 0, type number, scope instance)
